Bhubaneswar: Transport Minister Shri. Padmanabha Behera updated that, from the month of January on words New Traffic Rules for the year 2021 for Odisha under the new Motor Vehicle Act will be strictly implemented. This decision has been taken according to the direction of Supreme Court Committee on road safety. The minister stated that strict action will be taken against all the violators of the rules.
The State Transport Authority has clarified that Driving Licence (DL) will be suspended for three months for driving above the speed limit, red light jumping, drunken driving, using a mobile phone while driving, carrying passengers in a goods vehicle, not wearing a helmet (both driver and pillion rider).
Necessary steps will be taken to spread awareness among the people regarding New Traffic Rules for the year 2021 for Odisha, the Minister stated. Keeping in view the covid pandemic, earlier traffic rules were relaxed but now as the situation is normalizing new rules will be strictly implemented.
According to the New Motor Vehicle Act of 2019
- For general offences a Penalty of Rs.500 for the first offence (against traffic rules) Rs.1, 500 for next offence (against traffic rules).
- For Disobedience of orders of authorities a Penalty of Rs.2000
- For road regulation violation a Penalty of Rs.500
- For unauthorized use of vehicles without license a Penalty of Rs. 1000 – 5000
- For driving without license Rs. 5,000 and/or community service.
- For driving despite disqualification a Penalty of Rs. 10,000 and/or community service.
- For oversized vehicles a Penalty of Rs. 5000 – 10,000 and/or community service.
- For over speeding a Penalty of Rs. 1,000 – Rs. 2,000 for LMV and Rs.2,000 – Rs. 4,000 for MPV/HPV and/or impounding of driving license.
- For dangerous driving a Penalty of Rs.1,000 – Rs. 5,000 and/or imprisonment of 6 months to 1 year for the first offence, seizure of license; Rs. 10,000 and/or imprisonment of up to 2 years for a subsequent offence.
- For drunk and drive a penalty of Rs 10,000 and/or imprisonment of up to 6 months to 1 year for the first offence; Rs. 15,000 and/or imprisonment of up to 2 years for a subsequent offence.
- For Speeding/racing a penalty of Rs. 5,000 and/or imprisonment of 1 month, community service; Rs.10,000 and/or imprisonment of up to 1 month for a subsequent offence.
- For offences regarding accidents a penalty up to Up to Rs.5,000 and/or imprisonment of up to 6 months for the first offence; Rs.10,000 and/or imprisonment of up to 1 year for a subsequent offence.
- Penalty for Driving when mentally/physically unfit to drive Rs.1,000 for the first offence; Rs. 2,000 for a subsequent offence.
- For driving a vehicle without a permit penalty up to Rs.10,000 and/or imprisonment of up to 6 months, community service.
- Penalty for aggregators Rs. 25,000 to Rs.1 lakh.
- Penalty for Overloading Rs.20,000 and Rs. 2,000 per extra tonne.
- Penalty for over loading passengers Rs.1,000 per extra passenger.
- Penalty for not wearing seat belt Rs.1,000 and/or community service.
- Penalty for overloading two wheeler vehicle Rs. 2,000, disqualification of license for 3 months and/or community service.
- Penalty for not wearing a helmet Rs. 1,000 and/or disqualification of license for 3 months, community service.
- Penalty for Not providing a way for emergency vehicles like ambulance Rs.10,000 and/or community service.
- Penalty for driving without insurance Rs. 2,000 and/or imprisonment up to 3 months for the first offence; Rs. 4000 and/or imprisonment up to 3 months for the subsequent offence.
- Penalty for Offences by juveniles Guardian/owner shall be deemed to be guilty. Rs. 25,000 with 3 years’ imprisonment and cancellation of the registration of the vehicle for 12 months. A Juvenile will be tried under the Juvenile Justice Act.
- Power of officers to impound documents Penalty suspension of driving license.
- Penalty for Offences committed by enforcing authorities Twice the penalty under the relevant section.
- Penalty for Taking a vehicle without lawful authority/seizing motor vehicle by force Rs. 5000
- Penalty for Obstructing the free flow of traffic Rs. 500
